Art. 172. Cuando el Ministro de Instrucción Pública reciba solicitudes sobre concesión de subvenciones, las pasará al Consejo Universitario, á fin de que esta Corporación emita concepto sobre los puntos siguientes: 1º Si se debe ó no conceder la subvención pedida; 2º A cuánto debe ascender ella; 3º Si al colegio que se va a subvencionar se le deben exigir condiciones especiales; 4º Si la fianza que ofrece el solicitante es ó no aceptable.

Parágrafo

El Gobierno no concederá subvención alguna sino previo concepto favorable del Consejo Universitario. CAPITULO XXVIII. DE LOS ALUMNOS OFICIALES.
