Para llevar a cabo el cumplimiento de las normas anteriores, autorizase al gobierno nacional, a fin de realizar las operaciones de crédito interno o externo que sean necesarias. Con tal propósito, podrán gravar y enajenar el dominio, entre otros bienes, de los Establecimientos Carcelarios existentes, de propiedad de la Nación.
