Art. 31. Por el solo hecho de no rendir ó remitir una cuenta en los términos del artículo 28 incurrirá el responsable en una multa de diez pesos, que declarará y hará recaudar al Contador á quien corresponda su examen, sin perjuicio de los apremios que puede imponer el Presidente de la Oficina, de acuerdo con el parágrafo 3º del artículo 14. De dicha multa es responsable el Contador si no la declara.
