°. Modifícase el artículo 1° del Decreto 1197 de 2009, modificado por el artículo 1° del Decreto 1142 de 2010, el cual quedará así: "Artículo 1° . Podrá declararse la existencia de zonas francas permanentes especiales en los departamentos de Putumayo, Nariño, Huila, Caquetá y Cauca, cumpliendo con los requisitos y compromisos establecidos en el presente decreto, siempre y cuando quien pretenda ser el usuario industrial de la zona franca permanente especial presente la solicitud ante la Dirección de Impuestos y Aduanas Nacionales antes del 30 de diciembre de 2010".
