Artículo tercero . Los Gobernadores fijarán rutas de carácter intermunicipal que garanticen la movilización de los ciudadanos a los centros de votación, las que se deberán dar a conocer con la debida anticipación a la ciudadanía, y controlando la operatividad durante ese día. Para tal efecto, el Ministerio de Transporte permitirá los cambios de ruta que fueren necesarios durante el día de elecciones.
