Para atender al pago del muelle de la Machina, sus anexidades, dependencias y privilegio y para la cumplida ejecución de la presente Ley, queda autorizado al Poder Ejecutivo para contratar empréstitos, internos o externos, para las cantidades que fueren necesarias a esos fines.

Parágrafo

Los contratos de empréstitos o de construcción y equipo autorizados en esta Ley requieren únicamente para su validez de la aprobación del Poder Ejecutivo, previo dictamen favorable del Consejo de Ministros.
