En cualquier caso de incumplimiento de la regla fiscal, el Gobierno Nacional deberá explicar detalladamente y mediante el informe de que trata el artículo anterior, las razones del incumplimiento y fijar metas y objetivos tendientes a asegurar el cumplimiento de la misma.
