El Gobierno fijará los términos y condiciones para el pago al Fondo Nacional de Ahorro de la deuda de que trata el artículo precedente. En todo caso la deuda será pagada en un plazo no mayor de cinco años y deberá el Gobierno reconocerle al Fondo Nacional de Ahorro intereses cuya cuantía no podrá ser inferior al 18% anual sobre los saldos insolutos.
