El Contralor creará una Junta técnica con la asignación correspondiente, encargada de orientar los trabajos relacionados con el levantamiento de los censos agrícola, pecuario, industrial, del trabajo, de población, etc., y de formar los "números índices" que hayan de servir para investigaciones y orientaciones económicas y fiscales. El sistema que escoja la Junta técnica para fijar los "números índices" deberá ser aprobado por el Consejo Nacional de Economía.
