º. Cuando por el Ministerio de Hacienda y Crédito Público se llegue al convencimiento de que un productor extranjero de cigarrillos o tabaco para mascar, no cumple con lo previsto en este Decreto, o se preste a confabulaciones para la introducción fraudulenta de tales productos, el Gobierno podrá ejercitar el derecho de prohibir la introducción al país, de los cigarrillos o tabaco procedentes de la fábrica o productor respectivo.
