El parágrafo segundo del artículo tercero del Decreto 1559 de 1963 quedará así:
Los Hospitales e Instituciones de Utilidad Común que tengan su sede en el Distrito Especial de Bogotá, remitirán previamente sus presupuestos, para concepto al Departamento Administrativo de Protección y Asistencia Social del Distrito. Sin este requisito la División de Asistencia del Ministerio de Salud se abstendrá de considerarlos.
