Cuando algún memorial de los que por telégrafo dirigen los particulares a los empleados, funcionarios y corporaciones públicos, ocupare una llana o más del papel sellado en que esté escrito, el respectivo interesado deberá adherirle una estampilla de veinte centavos, en sustitución del papel sellado que se necesite para la resolución que haya de dictarse o respuesta que haya de darse, y lo hará constar en el texto. CAPITULO 2º- Del impuesto de timbre.
