Ratifícase la Convención Postal Universal y los Convenios adicionales firmados el 28 de agosto de 1924, por el Delegado de Colombia al VIII Congreso Postal Universal, reunido en Estocolmo, que versan sobre canje de cartas y cajas con valor declarado, canjes de encomiendas postales, giros postales, cobranzas postales, abonos a diarios y publicaciones periódicas y transferencia de dinero por correo, junto con los respectivos reglamentos de ejecución y protocolo finales.
