No podrá aprobarse ningún proyecto de acuerdo que implique aumento de las erogaciones, a cargo del Tesoro Intendencial, sin que en su texto mismo se determinen los ingresos destinados a atenderlos. Cuando el aumento de gastos puede ser atendido con recursos cuya percepción haya sido previamente autorizada no estará obligado el Gobierno Intendencial a proponer el establecimiento de nuevos recursos.
