El Gobierno nacional en cabeza del Instituto Colombiano para la Evaluación de la Educación (ICFES) reglamentará la operación de lo dispuesto en la presente ley.

Parágrafo 1

El Instituto Colombiano para la Evaluación de la Educación no podrá utilizar lo dispuesto en la presente ley como justificación para aumentar el costo de la tarifa por concepto del Examen de Estado de la Educación Media Saber 11 a los estudiantes de colegios públicos.

Parágr a fo 2. El Gobierno nacional en cabeza del Ministerio de Educación Nacional garantizará los recursos para la implementación de esta ley en consideración a la sostenibilidad financiera del ICFES.
