º. crease el instituto colombiano de construcciones escolares (I.C.C.E.), como establecimiento público, esto es, con personería jurídica, autonomía administrativa y patrimonio independiente, para el cumplimiento de las funciones que en adelante se determinan. El Instituto estará adscrito al Ministerio de Educación Nacional, su domicilio será en la ciudad de Bogotá, pero podrá establecer dependencia en otros municipios.
