º. Los estudios ecológicos y ambientales previos a que se refiere el artículo 2o de este decreto pueden ser elaborados por entidades oficiales o particulares, cumpliendo los requisitos que señale la Comisión. Ejercerá las funciones de Secretaría Técnica y Administrativa de la Comisión la dependencia del Ministerio de Salud que señale el ministro. En dicha Secretaría deberán inscribirse previamente las entidades mencionadas en este artículo.
