En los primeros cinco (5) días del mes de Diciembre de cada año, las Cámara formaran el presupuesto anual de ingresos y egresos para el año siguiente, y lo someterán a la aprobación del Gobernador del Departamento para que sea válido. El Gobernador decidirá sobre el presupuesto dentro de los cinco (5) días siguientes al de la presentación en su oficina. En caso de que no lleguen a acuerdo el Gobernador y la Cámara, decidirá el asunto el Ministro del ramo, y su fallo será obligatorio.
