Artículo segundo. Cumplido un año de vigencia del presente Decreto, no podrán ser escalafonados en ninguna de las cuatro categorías contempladas anteriormente, los aspirantes que no hayan cursado y aprobado por lo menos tres años de estudios secúndanos.
