Art. 22. La expresada Junta se reunirá los días 1° y 15 de cada mes, y tomando por base los informes que debe suministrarle el Secretario de instrucción pública, dictará todas las medidas que sean necesarias para la creación de nuevas escuelas, para la mejora de las existentes y para la mejora general del ramo.
