Por lo menos dos veces por semana se dictaran conferencias sobre cuestiones patrióticas, morales e higiénicas, las cuales deben tener como fin primordial el mejoramiento del carácter e inclinaciones de los reclusos quienes están obligados a asistir en ellas. Podrán los Directores de los Establecimientos Carcelarios organizar dentro de ellos cursos sintéticos sobre temas científicos o de aplicación práctica. En lugares donde no pudieren dictarse conferencias ni cursos por falta de personal idóneo, será obligatoria la lectura de obras y textos que remplacen aquella norma de enseñanza.
