ARTICULO UNICO . Para los efectos del Arancel Aduanero, considerase como elemento de propaganda toda publicación, incluso revistas y periódicos que contengan avisos. Por consiguiente, las publicaciones, periódicos y revistas con avisos o propaganda comercial en un solo color, pasan por el numeral 191, y en varios colores por el numeral 192 del Arancel Aduanero.
