º La Carrera Administrativa es un sistema de administración de personal, que tiene por objeto mejorar la eficiencia de los servicios a cargo de la Contraloría General de la República, ofreciendo a todos los colombianos igualdad de oportunidad para el acceso a ella, otorgando estabilidad en los empleos y posibilidad de ascenso conforme a los reglamentos . Compete a la Contraloría reglamentar el escalafonamiento en la Carrera.
