Cada Departamento tendrá derecho a usar de los teléfonos para el servicio oficial sin pagar a la Compañía, si ésta se formase, por dicho uso.
En caso de recargo de las líneas telegráficas, puede el Gobierno Nacional servirse gratuitamente de los teléfonos pertenecientes a los Departamentos o a las Compañías constituídas de acuerdo con esta Ley.
