Art. 85. No habrá gastos secretos en tiempo de paz. Los pagadores y el público tienen derecho de saber en qué se invierten los caudales nacionales. Se prohíbe á los ordenadores girar órdenes de pago á favor de ellos mismos ó de los empleados dependientes suyos, á no ser por los sueldos que hayan devengado.
