º No darán lugar a liquidación, ni al pago de impuestos de consumo de qué trata el artículo anterior. 1º Los artículos alimenticios de primera necesidad, según la lista que periódicamente señale la Superintendencia de Industria y Comercio de acuerdo con las facultades que le confiere el artículo 6º literal e) del Decreto-ley 149 de 1976. 2º Los animales para el consumo local. 3º Los materiales de construcción. 4º Las maquinarias y elementos destinados a la prestación de servicios públicos. 5º Las drogas. 6º Las mercancías extranjeras llegadas en tránsito para su desembarque futuro a otros puertos. 7º Las naves para el transporte de carga, común o mixta.
