La persona que celebre un contrato referente a la industria del petróleo, deberá dar permanentemente enseñanza técnica gratuita, en sus explotaciones, por período de dos (2) años por lo menos, hasta a tres (3) alumnos cuya elección y remuneración por sus servicios al industrial, serán determinadas de común acuerdo entre el gobierno y el contratista.
