Art. 53. El objeto esencial de la enseñanza primaria es el desarrollo en el niño del conjunto de sus facultades mentales. Las materias del programa deben enseñarse de manera que tiendan a perfeccionar dichas facultades y a provocar incesantemente en los niños la espontaneidad del pensamiento.
