A partir de la sanción de esta Ley, el Gobierno Nacional procederá mediante los estudios que realice, o adoptando los que tenga ejecutados el Departamento de Bolívar, a iniciar y llevar a término la defensa de los puertos de Calamar y Zambrano (Departamento de Bolívar).
