º . Ámbito de aplicación. El presente decreto tiene por objeto regular los componentes y criterios básicos para la asignación y utilización de los recursos financieros, 5% del presupuesto total, destinados al mantenimiento de la infraestructura y de la dotación hospitalaria en los hospitales públicos, y en los privados en los cuales el valor de los contratos con la Nación o con las entidades territoriales representen más del treinta por ciento (30%) de sus ingresos totales.
