Competencia en razón del territorio. Son competentes sucesivamente, en razón del territorio, el juez del lugar donde se haya aprehendido la mercancía; aquel por donde se haya introducido al país o sacado de él, cuando no se produzca la aprehensión; y cualquiera, a prevención en los demás casos.
