Autorícese al Gobierno nacional para que en cumplimiento y de conformidad con los artículos 341 y 345 de la Constitución Política incorpore dentro del Presupuesto General de la Nación a mediano plazo las partidas presupuestales necesarias a fin de dar cumplimiento a la presente ley. Para dar cumplimiento a lo dispuesto en la presente ley, se autoriza igualmente la celebración de los contratos y convenios interadministrativos necesarios entre la Nación, el departamento de Boyacá, el Distrito Capital de Bogotá y el municipio de Sogamoso.
