° En atención a que la Instrucción Pública de los Territorios a que se refiere el inciso c), está al cuidado de comunidades religiosas Superiores de éstas, que ejercen el cargo de Inspectores, podrán, si no les fuere posible concurrir al Congreso, hacerse representar en éste por otros miembros de la misma comunidad.
