Art. 5.° Todos los empleados i dependientes del ramo de correos de que trata esta lei, están subordinados al director del ramo; siendo responsables los oficiales de la direccion i administradores principales ante el poder ejecutivo i el director del desempeño de sus secciones: los escribientes, administradores subalternos i demas ajentes del ramo, ante el director i empleados principales; reasumiendo la responsabilidad administrativa, de todo lo concerniente a su servicio, el director jeneral.
