En el otorgamiento de los permisos de que trata el artículo 17 de la ley 119 de 1919 , el Gobierno podrá hacer uso de la facultad que le confiere el artículo 48 de la Ley 74 de 1926 , y el término de estos permisos podrá ser hasta de cinco años.
