El Presupuesto de Gastos para la vigencia de 1938, se incluirá la suma necesaria para la construcción del referido puente, y en caso de que así no se haga, o en el de que la suma incluida no resultare suficiente, queda facultado el Gobierno para abrir un crédito extraordinario por la cantidad que fuere necesaria.
