Autorízase al Gobierno Nacional para establecer el monto del subsidio para la adecuación de tierras, el cual será un valor único por hectárea, distinguiendo dos tipos de subsidios en función de su objetivo, ya sea para construcción de nuevos proyectos, o para la rehabilitación de proyectos existentes. El subsidio para rehabilitación será equivalente a la mitad del subsidio para construcción.
