El Gobierno, por intermedio de sus Ministros u otras dependencias, contratará los servicios técnicos educativos de la Fundación OCCA, por la suma de un millón de pesos ($ 1.000.000.00) anualmente como mínimo y por el término de cuatro (4) años, con el fin de adiestrar maestros alfabetizadores voluntarios, de realizar programas de alfabetización de adultos y de efectuar estudios científicos relacionados con el desarrollo cultural de la comunidad.
