Art. 57. Cuando la autoridad administrativa ó judicial rehusare hacer tal promulgación, el mismo asentista la hará por ante dos testigos. De este acto se extenderá la correspondiente diligencia, la cual se remitirá al Gobernador del Departamento por conducto del respectivo Prefecto.
