Los secretarios o empleados de las oficinas judiciales, administrativas y contencioso administrativas que violaren el artículo 15 de la Ley 21 de 1931, que establece la prohibición de mostrar o franquear los expedientes autorizados para ello, serán castigados por el respectivo superior con una multa de $ 2 a $ 10, a juicio de quien la impone. Estas multas ingresarán al Tesoro Nacional.
