Art. 38. Toda escuela primaria estará bajo la dirección de un maestro. Cuando pase de sesenta el número de niños que asistan diariamente a una escuela primaria, se deberá abrir una nueva escuela, siempre que el excedente de niños asistentes no baje de cuarenta.
