Créase una Comisión Especial de Rehabilitación integrada por los Ministros de Gobierno, Justicia, Hacienda, Guerra, Salud Pública, Educación Nacional y Obras Públicas, que tendrá a su cargo la preparación y ejecución del plan de rehabilitación de las zonas afectadas por la violencia.
