La elección del personal de conscriptos que han de ingresar al servicio activo, se hace en el procedimiento de sorteo entre los varones colombianos declarados aptos por los oficiales de sanidad, de acuerdo con el reglamento de aptitud física que expida el órgano ejecutivo. Por cada principal se sortean dos suplentes. Cuando el número de conscriptos hábiles que debe dar el respectivo municipio, en igual o menor al contingente requerido, no hay lugar a sorteo.
