Considerase como un desarrollo del control de tutela la calificación de que una determinada contratación esta dirigida al cumplimiento de los objetivos del presente Decreto. Por consiguiente, le corresponderá al Ministro de Comunicaciones, en cada caso y mediante resolución motivada, autorizar a la Empresa Nacional de Telecomunicaciones -Telecom- la tramitación del respectivo contrato en los términos establecidos en las normas de carácter excepcional contenidas en el presente Decreto.
