Los Alcaldes pasarán directamente a los Jurados Electorales las cédulas preparadas para que éstos, después de perfeccionarlas, las entreguen a los ciudadanos en el menor tiempo posible. La omisión de esta obligación por parte de los Alcaldes, sin motivo justificado, será considerada como causal de mala conducta.
