En los remates de terrenos avaluados previamente por el Gobierno será base de oferta el avalúo; en los demás casos la cantidad que se ofrezca por el terreno, siempre que no baje de cinco pesos ($5) oro por cada hectárea de terreno de cultivo y cincuenta centavos ($0.50) oro por cada hectárea de terreno utilizable solamente para pastos.
