Artículo segundo. Corresponde al Ministerio de Educación Nacional dictar las medidas de control relacionadas con los establecimientos de enseñanza privada, señalar las normas a que dicho control debe ceñirse, establecer las sanciones para la efectividad de las medidas que se acuerden, pudiendo delegar en las Secretarías de Educación, el control de los establecimientos situados en los Departamentos.
