Para efectos de su repetición, se entiende por presupuesto anterior: 1 El p resupuesto de rentas e ingresos y apropiaciones aprobado por la Asamblea y liquidado por el Gobierno par a la vigencia anterior. 2. Los créditos adicionales, tant o a las rentas como a la s apropiaciones para gastos, debidamente abiertos en el mismo presupuesto. 3. Las traslaciones efectuadas por el gobierno departamental o por la Asamblea.
