Cuando un miembro principal del Congreso deje de asistir por más de quince (15) días calendarios a las sesiones de las Cámaras Legislativas sin causa plenamente justificada y calificada por la Presidencia de la respectiva Corporación, el suplente podrá incorporarse por derecho propio y cobrar las asignaciones respectivas.
