Forman parte del Fondo las cesantías de los empleados públicos y trabajadores oficiales de las siguientes entidades:

a. Los Ministerios;

b. Los Departamentos Administrativos, Superintendencias, Establecimientos Públicos y empresas industriales y comerciales del Estado pertenecientes al orden nacional, y

c. Las sociedades de economía mixta, los Departamentos, los Municipios, y entidades descentralizadas del orden regional cuya afiliación llegue a aceptarse, de acuerdo con el art. 59 del decreto 3118 de 1968.
